Reports from Azerbaijan news outlet show the President of Iran on board a Islamic Republic of Iran Air Force Bell 212 in VIP configuration just prior to the reported mishap.

Apparently there was a 3 ship transporting the 'man'.. Two of that flight landed safely....I guess they said fuck that dude (the HAC carrying the dude), we ain't pushing into this shit.
