Most likely “regular Navy’s” experiences with VP navy is probably talking to shooters on the boat. And they probably don’t even want to be there.

There are probably only a few people that are privy to the results of the mishap investigation/SIR. I have no idea.

That's really more a function of the FNAEB, not the SIR. Also, lots of people have access to the SIR. Those are all available to fleet unit Safety Os/ASOs, and they can look up pretty much any SIR for official use.

I do... just checking the bad gouge here. SIR doesn't dictate outcomes for MPs. FNAEBs are usually complete well before the SIR is released.
