Not an account that really can be created. It's for those that already in rather if you're Active or Reserve.
I'm Active, been trying to figure out how to create one.
Ahh, you should just be able to just go on outlook and type in your navy email address. So you go on Navy Quick links, click flank speed, type in your navy email address, use your cac login (unless it asks you for the who QR scan Microsoft authenticator stuff) and should be able to click the link I post earlier in the thread and show pop right up.
I tried and it says "This username may be incorrect. Make sure you typed it correctly. Otherwise, contact your admin".

It should be automatic unless you're Navy or using another email server (i.e. fleet, SOCOM, etc.).
