Truth be told - the first thought that popped into my head was "they must clink when he walks."

So what does the 4th Fleet do?

Same thing every other numbered Fleet does - support for ships in its AOR. The "Fleet" is really a headquarters staff. Ships are chopped to it while in its AOR, it's not a permanent assignment.

NavSO AOR is the Carib, Central and South America. They coordinate all of the bi/multi-lateral exercises to include UNITAS. They also are the principal hosting agents when visting vessels come to Mayport from their AOR. Typically older 209's, sometimes a FF.
They underwrite all of the exercises and PR events.
NavSo/4rth Flt has a lot of work and very little staff. Several S-3 bubbas are on staff there...
Hopefully, a good post-DH gig...
