Age limit confusion

I'm 34, turning 35 next June. Currently putting together a package before December 15th.
Looking at the OPNAV 1420.1B, it says that for IP, the person must be commissioned by age 35, no waiver considerations. Yet, when I look at the Program Authorization for IP, it says "Applicants must be at least 18 years old and less than 42 years old at the time of commissioning. Waivers will be considered."
Which do I follow, the instruction (OPNAV 1420.1B) or the authorization?

I am currently 36, almost 37 and I’m at the 11Aug board for IP (no results out yet). So take that for what you will.
 
@johnnie254 , considering you appear to meet the most restrictive applicable instruction (I assume you are prior or currently enlisted?), I would just reference that.

You’ve been asking/posting a decent amount of threads for things fast can be easily found. Have you been leveraging your CCC? Additionally, do you have an officer mentor or two in your command?

If not, which I assume is the case, strongly advise doing so.

I have an officer mentor, but he's currently unavailable. My CCC isn't much help either.
