Api choice of platform

My question is when choosing platforms from api are you compared with peers of different jobs designator of your class pilots and nfo's all in the same group or by pilot to pilot and nfo to nfo?

so the best nfo gets his pick and the best pilot gets his pick(if needs of the navy have those platforms open as a choice of course)
