Wouldn't it depend on your job? Maybe you're currently applying for a confidential clearance right now. Do you know? Initially I had a confidential that eventually got bumped up to a secret, requiring more paperwork. However, that doesn't do me much good if what I need is a TS. It all requires paperwork, but more is required for a higher-level clearance, which I believe is specific to your duties, not necessarily your rank. Hope that helps, or at least makes sense.
