I've been studying the rank structure, and I'm curious as to how one becomes a CWO? If anyone could please describe how I'd appreciate it. Thanks.

The specific requirements vary between the Navy and Marine Corps. However, simply put, you must have first been enlisted and achieved at least a certain rank before being eligible. Then, you put in a package to be picked up as a CWO. You outrank every enlisted member but are still outranked by commissioned officers. CWO's are the techinal experts in the field they lead in. Before, if I ever had a question, I'd go see the warrant officer before I'd talk to my lt. They are all-knowing and will punch you in the face if you try and pull their punk card. Learn everything you can from them, they usually know the real story behind everything that's going on. That, however, is just my take on the situation.

To be a CWO you have to be a chief first... which of coursemeans going from E1-E7 (at least) some CWO's put in thier package when there where Senior or Master chiefs.

Just to clarify... CWO's are also Commissioned officers, but they are techniclally out ranked by ENS and above. In my experience I would tread lightly trying to push that marginal authority when it comes to a CWO.

When I received my commission in the Army, my father was a CW4 (Master Aviator Wings/Army). He mentioned to me that someday, I might get promoted to a Warrant Officer. Now, I had been enlisted for a few years but I was still a 19yr old green 2nd LT...so I didn't know what he was talking about. Technically, I outranked him but you will quickly learn that Chiefs (Warrant Officers) are where all the knowledge exists (along with NCOs). They have the best rank position within the military (in my view) as they are in a position to 1)relate to the Enlisted Community because their not 'some officer', 2)are in a specialist of their field position so they have been there and done it, and 3)normally do not have additional duties like a commissioned officer (although this is sometimes skated around due to some units structure).
If your just getting into the military, don't concern yourself just yet with how to become a Warrant Officer (unless your going the Army WOC route). Warrants mainly come from either Cheifs (E7s and above) or from Captain and above Commissioned Officers (some Majors, LTCs, COLs will convert back to the Warrant2 or Warrant3 rank so they can just fly and won't have to be concerned with competing for positions or pulling additional duties.
