DCO gain delay

Looking for guidance commissioned DCO in November still haven’t been gained by my NRC. Recruiter and NRC just tell me they don’t know why it’s taking this long and they don’t know when it will happen.

Wanted to see if this is a trend and if anyone had any insight to timeline.

This is entirely too long. As a new person, you don't really know any of the processes so may feel unequipped to push back. Great news about the Navy though is everything is a process documented somewhere, and google can be your friend.

I googled "Navy NOSC gain process." Technically the reserve centers are now called NRC vice NOSCs, but a lot of the documentation has not caught up yet.

Resperman 1100-050 "Personnel Gain Transactions" comes back. First it says "Navy recruiters are required to submit a gain package for each affiliation to the NRA within 3 working days of the effective date of affiliation." You can double check with your recruiter but considering its 4 months later, I'm relatively sure they've done this.

Then, it give directions for the NRC to do the actual gain. This is basically a data entry process.
Who have you been in touch with at the NRC?

I would call again, explain your situation. I believe you want to talk to the manpower department. If any pushback is provided, "can you confirm if you are in possession of my gain package?" This is not a complicated process for them, its literally just a matter of someone doing it.

If the response is not satisfactory, email the NRC XO. "XO, I am a new accession having commissioned in November. I know I need to attend ODS within 1 year of commissioning, but I am still not gained into the NRC and am not getting a clear answer on what the hold up is. Can you provide me some guidance on how to proceed?"

I can't imagine NRC leadership is comfortable with a new accession not being gained for four months, and will likely try to get it resolved quickly.

Thank you for the response. I appreciate the feedback and will take your points and start taking action. Although not new to the military 16 years enlisted you’re right I am not familiar with Navy processes. When I asked the PS2 at the NRC what the process is I keep getting told the recruiter submits the documents and then one day I just appear on the NRC manning document to be gained. Once the recruiter submits the documents there is no tracking on when it will appear at the NRC is what I’m told.

Sounds like you're on the right track...and I will admit I do not know the ins and outs of NRC procedure, but it still seems like its taking too long and no one on their end is taking ownership of it. Thus, push to the XO when you feel you've hit a brick wall.

While I appreciate you trying to help, you’re not really offering much if any… especially for someone who hasn’t yet been selected by a DCO board.

OP - You need to have your unit leadership get after this. Like ASAP.

I was talking to you. I get you trying to help but you are not aware of the NRC gain process.
You may lose credibility when you tell an active Selres member that commissioned via a DCO board that they have not yet been selected by a board.
I don't know all the specifics, so if there is something that's not in the resperman that I referenced, feel free to share.
I can speak to my own experience being gained, I wasn't aware of anyone in my unit and no one in my unit was aware of me pregain. Might be different depending on the designator. I have had good success when being persistent with the NRC for admin related things.
