Degree Required to Process Application

I'm going to be a senior in college this year, and I contacted an OR for the first time today. I was hoping to send in my application to OCS sometime this year so I could know if I got in/ got my first choice (Naval Aviator) before I graduated. That way, I would know if I needed accept other work or try applying to another service's OCS. However, my OR said something about not being able to process my application until I had my degree. I assumed that this meant that I have to wait until after I've graduated to be able to apply? Is this true or did I misunderstand something?

I did try searching, so if I've somehow missed the information I'm looking for, please, be gentle.

Are you sure you contacted an OR? and not some enlisted recruiter? Either you misunderstood him or he isn't a good OR, you can currently submit an OCS application up to 1 year before graduation, the next board that you could apply to is Jan 13, which it sounds like will be 6 months prior to your graduation.

It could be he was trying to gently blow you off if your GPA wasn't that good, he might be hoping you just kind of disappear, or there was something else that made him want to push you off.

He's definitely an OR. It is entirely possible I misunderstood something he said as he was just kind of giving me a run-down of things over the phone. I don't think he was trying to blow me off gently because he also said he thought it sounded like I would have a strong application based on what he knew about me so far. But who knows I guess.

I had definitely thought one was able to apply up to 1 year before graduation, but what the OR said had confused me. I'll suppose what I'll do now is ask for some clarification over email or in person so that it's clear. If what I thought he said is the case should I be seeking another OR?

I would contact him, especially since by January board you will be in the 6 month window which had been the standard window to apply before graduation. If he says he won't work with you until you graduate find someone else, either his command his setting him up for failure or something else is going on, and if you don't go to school where you are from you can apply thru an OR where you go to college.
