Why are there two different E-8's and E-9's? and why would you be a master sergeant instead of a first sergaent?

Master Sgt's are usually more on the admin side of the house and 1st Sgts are more training/operational. At least that's how it was explained to me.

Master Guns retain their occupational specialty (MOS) and serves the role of a technical expert/advisor whereas SgtMaj are in a general command leadership role.

You got it backwards. Master Sgt's remain in their MOS's and become subject matter experts in it. Their next step is to Master Gunnery Sgt.
1stSgt's leave their primary MOS and pick up the 1stSgt MOS. Their main purpose is to be the Senior Enlisted Marine at the company level. They then move on to become SgtMaj's. Who are the Senior Enlisted Marine/Advisor at a higher echelon.
