Someone didn't do so well in third grade reading comprehension.

All the article said was that Germany, following Ireland and Greece, have moved on their own to shore up their national banking systems as opposed to waiting for the EU to act. Good or bad, it's too soon to tell but I doubt very seriously that this is the death knell for the European Union.
