Here is the deal. I have TDY orders to Newport for OCS. My current duty station is in San Diego. Aftyer OCS I will be going to Pensacola to start flight school and from what I have heard PCS orders to follow on to Whiting since I am married.

I know the Navy will pay for my family to fly from my current duty station to my ultimate duty station. If I am driving to Newport and then to Pensacola, is it possible to have the Navy fly my family to Newport for my graduation so then they can ride with me to my ultimate duty station?

I don't know the distances involved, but you can probably get the Navy to pay for most of a ticket for the family to Newport (since SD to Pcola is probably shorter than SD to Newport). Then you can drive them to Pcola. I wouldn't count on any extra money for travelling with them to Pcola (per diem, mileage... whatever)

OR

You could take a travel/DLA advance and make the arrangements yourself. In effect this is the same thing as the first option, but you wouldn't have to deal with the travel people.... trying to explain what you want to do, finding one that will let you do it, etc. etc.
