I'm not sure if you are open to a more flexible solution but if you are- Kenyon labs has products that can be used with your cameras, video cameras, modded binoculars ets. Anything with a female 1/4" threaded camera mount on them can be stabilized. I actually liked the Canons better than the Fujinons, even though they were less than 1/3 the price - better image quality and stabilization. If you or your organization has an IMPACT card you should be able to purchase a set directly (although the specific rules for things like this are beyond me...)
I tried a Canon IS $1200 pair in theater and they gave me a headache. I could see them adjusting to my movements when looking at long ranges. I didn't like them.
