How the Heck is the OAR calculated?

I have read here and there that the OAR is sort of a cumulative score from all the sections on the ASTB but I am not so sure.

My scores are as follows:

AQR: 4
PFAR: 6
FOFAR: 6
OAR: 36

I more than meet the minimums on the 3 areas but the OAR is below the 40 minimum.

I have seen people's scores lower than mine in the AQR/PFAR/FOFAR area with a higher OAR.

So what gives?

You need to add 20 points at least to your OAR to be competitive. Start studying.

And Math/Verbal + Mechanical = OAR ?

That formula is very similar to calculating the chances of getting jets; the difference is that the multiplication before the first sigma, changes to division.
