quick question, if i apply for plc and am accepted, and later decide i wanna do navy, can i drop plc and apply for bdcp after i was already accepted to plc?

maybe so... PLC doesn't pay you any money, right? look into your PLC contract before you sign it. there should be a section that outlines what happens if you decide you want out.

beware though, if you do go PLC and then try to switch it might not be so good. the navy may see that you had a PLC contract and changed your mind - they probably won't see that as a good thing.
