I have just received information from my O.R. who has had a tele-conference meeting recently about an issue regarding signatures on the security clearance forms. If you have been selected long ago and your O.R. emailed you the form, ask you to print it out, sign it, scan it, and then email it back. He/she then has to print it out, and fax it. This process could lead to a poor quality fax. The scoop is a Computer System at OCS processing receives these faxes. This computer system will automatically scrap any fax that contains a poor quality signature, a signature that is not legible, or if the signature is out of the designated box. The problem is it takes a while for the O.R. to know if the fax was rejected (three or more business days). I was selected in April 2009 and should already be at OCS. However, this new problem has caused a terrible and frustrating time for many selected individuals. In my O.R.'s office alone, he has 8 or 9 other individuals with the same problem. Now, if my O.R. knew of the issue with the signature prior he would have asked me to physically come down to the office to sign again. However, he didn't know of this issue until just recently, and he had tried to resend the same security clearance form 3 times. Which has taken several months. So, if there are selected individuals that have been waiting for an abnormal amount of months for their FSL and still have not received one yet that are reading this, I advise you to ask your O.R. about this issue and see if you can get it resolved if you haven't already.

Something so silly as our own signature is the problem behind all this.

On the other hand, if you signed your name too big and couldn't fit it in the box, shame on you.

This is what my O.R. emailed me.

Ryan,

I know this must be frustrating for you and your family. You are being screwed by the NASIS system and I will try to explain why. We have had to send your signature pages for your security clearance 3 different times yet they always seem to be lost. Here is the latest update:

********
Muysenberg, Ryan- I uploaded PQ Letter into OTOOLS fwd to Nolan on 8 JUN 2009.
**Update as of 8/5-Muysenberg's Release Signature Page was not rcvd since I last fwd it on 7/23. I called Mr. Scullark with EDS of Production Support Team who was assigned my Footprints Ticket regarding the Release Pages not being rcvd...he checked his Inward System and it had not been rcvd. He asked me to re-fax it again and let him know when it's been completed. I phoned him regarding the re-fax, he told me it takes some time for it to upload into the system and to show up, so he'll be sure to check it first thing tomorrow morning and will call me to give me the status. I did fwd an email of the Release Page to him as a back up.

********

We are checking this morning to make sure the page was received. Here is how it works: We fax your signature page to an electronic system. The system unfortunately has a lot of issues and does not recognize a lot of the forms that we send. We must wait 3 business days to find out if the pages were accepted. If they were not accepted, we must send again.

Your signature must stay inside the box and be legible. If it doesn't go through this time (we should find out today), we will have you resign the document and try again. Sound stupid? It is. It drives me crazy that we make it so difficult to put someone in the Navy.

We haven't forgot about you. I hope to have this wrapped up by the end of the week. As soon as the security clearance goes through, you will earn a final select and we will have official documents.

I think your OR, who is a member here, might prefer that you don't post personal emails and his contact information on a public website. Maybe just edit and omit the names. Other than that, your situation sucks but there is nothing you can do aside from continuing to be patient, make sure to sign in the box, I guess.

Ok thanks, I'll take you up on your advice, I appreciate it.

I wanted to put something out there on this issue to help others.

Your post has info in it that others may appreciate, but the poll is stupid. If you think your post is so weak that you need validation, don't post.

I closed the poll.

This sounds similar to my situation. Pro-rec'd in May and had everything done, was thinking (OR, processor, and myself) I'd be swearing in the week or two prior to the end of July ... but still waiting.

Close to the end of July I was asked to resubmit the background investigation signature pages "due to a change over in systems for the your background investigation".

Not sure if this is the same situation or not ... I looked back at the scanned file I sent in the first time ... everything seems mostly in the box (except for the bottom of the cursive 'J' in Jason). The one I sent back in looks to be in similar shape. Just playing the Navy waiting game.

(My Dad was joking they are holding off on my swearing in because I'm BDCP and that means less paychecks ;) hah. I'd be lying if I said the thought hadn't crossed my mind)

They did switch up the system, or at least added a bunch of sections/questions.

Ah, thanks for the heads up Phil. Do you know any more details on this? Did you get this information from your OR/processor? The only additional information they required after the "new system" was my roommate's place of birth and SSN.

Yeah I got hit with the NASIS "more questions added" snag as well. My processor did a good job of digging around to find out exactly why it kept getting rejected.

With that fixed I am now waiting on my medical record review. I am being patient, but I am still extremely excited about going to OCS, so it is a delicate balance of emotions. :p

The word that I am hearing is that the department who reviews our medical records prior to issuing the FSL recently lost two of their most experienced people. It's the Navy, stuff like that happens. Several points along the way are always bottle-necked. It is highly unlikely that your recruiter is one of them.

In the meantime I suggest that you do not watch that totally awesome 3 part series At Sea on the Military Channel right now. (Sarcasm) It will only make each day of waiting that much more painful.

Your roommate's SSN? That's weird...I was pro-rec'd in May too, and never had to do that.

Not sure of the details. Might be the difference between NFO vs. IW clearance though. NFO starts out initially with Secret while IW starts out with TS, I believe.

The guy from USDPM told me during the interview I was being cleared for SCI.

I'm getting TS/SCI for Intel (also pro-rec'd in May), and I didn't have to re-do NASIS or fill in those sections... buuuttttt, when I met with my investigator on Sunday, he verbally asked me those questions about terrorism and IT hacking.

This may be a dumb question, but I already have a current Secret clearance from my current service in the USAF ANG. How much time will that shave off already having it? It made my initial paperwork sail right along (will know as soon as the Aug boards SNA results roll around)
