Traditionally India blames Pakistan for attacks like this, but they are usually limited to rhetoric, however there is some concern that India could take advantage of the instability in Pakistan right now and make this into a bigger foreign policy wedge wrt Pakistan...

I don't see the the spineless Congress led coalition doing anything besides issuing an appeal for 'calm'.
