Is there anyone in specific that I should have my LOR's addressed to when applying for the BDCP and is there a standard format it should follow or should I just tailor it to hand in to the officer recruiter?

Talk to your recruiter.

Up in Philly, we had the LOR's and character/employer references addressed to "Distinguished Board Members", but that was specific to our OPO... Before that, I think the previous OPO told applicants "to whom it may concern".

Good luck.

The recruiter told me to have my LOR's addressed to him because he was the one who will be working my application. No special formatting, just a standard letter.

Mine were to the recruiter or to the selection board. Doesn't seem to be too big of a deal.
