LOR: Who is it addressed to?

I was asked by one of my letter writers "who" the letter must be addressed to. (e.g. "to whom it may concern" or something more direct such as "Navy recruiting board.") Is there a specific board name they need to be addressed to?

For mine, I had them use Dear Sir/Ma'am (for an ex-military type) or To whom it may concern.
Either works IMO

I can check my documents at work tomorrow, but I'm 95% sure that the fleet processor recommended "OCS Selection Board" or "OCS Board" one of the two. I will follow up tomorrow. If you can though, please send me a PM as a reminder, because tomorrow is a busy work day for me.
