One of my guys' family jewels were saved by wearing all that gear when a badguy suicided outside Camp Bastion last year while he was on post. It sucks complete ass trying to move in it, though. I always force my guys/gals to PT in their armor, but you can never truly simulate how bad it sucks, particularly when you don't have hundreds of rounds of ammo, grenades, flares, radios, water, etc, etc hanging off the damn thing. Personally, I opted for a plate carrier when I left fun-filled Camp Leatherneck during this last deployment, but that only cut out the bulk, not the weight. Hell of a lot easier to get in/out of vehicles and breathe, though.
The Marine Corps has elected to let Battalion Commanders and up assign PPE levels to their units, letting them tailor what armor is worn, based on the situation. There are times, such as the opening stages of Marjeh, where the threat in some places totally warranted the big ass turtle armor, vice the reduced bulk (and reduced protection) of a plate carrier.
I think that I remember the situation in the video, actually, and I believe it was a fairly enduring one, with some other considerations that contributed to the apparent (vice actual) lack of air support.
