I currently have a waiver approved by NAMI for SNFO, however whenever I send in my documentation NRC does not accept it and sends me an NPQ. I am just wondering if anyone has had a similar situation occur and if there is an avenue I can explore to try to remedy the situation. Thank you.
 
NAMI is your PCP right? that's where you completed your physical? I'm not sure that they "approve waiver" they can only endorse your waiver as you submit it up to NRC for final approval with your package. NRC has the final approval on all waivers.

Can you explain in a little more detail what happened? and what you are trying to get waived? are you color blind? I do believe that NPQ you for a quite a few designators if that's the case.

I am active duty aircrew, I received a color vision waiver when I first joined to take the FALANT. Now the FALANT is discontinued but I am grandfathered in to be able to take it the rest of my career per the MANMED. Aircrew and NFO are both class 2 physicals, the NPQ letter references the MANMED standards but per the MANMED and the waiver guide it states that they will not accept the FALANT for applicants of any class, but those who had their initial flight physical before January of 2018 are grandfathered in which I fall under.

Correction it was 2016, but per the instruction it states.

(2) The Farnsworth Lantern (FALANT) or OPTEC 900 will be authorized for commissioning qualification through 31 December 2016. Starting 1 January 2017, the FALANT/OPTEC 900 will only be authorized for commissioning candidates who were previously accepted into a program leading to a commission utilizing the FALANT/OPTEC 900 to demonstrate adequate color vision. A passing FAL- ANT/OPTEC 900 score is obtained by correctly identifying 9 out of 9 presentations on the first test series. If any incorrect identifications are made, a second consecutive series of 18 presentations is administered. On the second series, a passing score is obtained by correctly identifying 16, 17, or 18 presentations.


Then the instruction is contradictory and states:

(3) Aviation personnel who previously passed using the Farnsworth Lantern (FALANT) prior to 1 January 2017 may continue to use this testing method, if available.

NAMI has stated that I fit the grandfather clause and recommended a waiver, NRC just says I can’t use the FALANT. That’s where I am trying to see if there is any way to resolve the issue.
 
Well the first statement says it’s authorized if you were previously accepted for a commissioning program. The second statement authorizes you to continue to use FALANT as aviation personnel. “Aviation personnel” is all encompassing whereas (2) is particularly specific to commissioning programs.

Thanks for the help, seems a bit strange that the navy lets me fly in helicopters and has no limits on what I can do except gain a commission and fly in the back of another aircraft. It seems like the navy has already incurred the risk of me flying in a class 2 status so it’s weird that it’s an issue on paper.

I have seen this happen a few times before, and I would ask for clarification to make sure there is no mistake, however I read it as @nia.maye does, it would not be the first time a person had a condition and the USN would be fine for them to continue in their current role, but would not approve them for commissioning. I think the phrase that was used before in the letters we received was "waiver of standards was approved for continued service but not approved for programs leading to a commission" or along those lines.

Who can I actually call? The waiver authority is just a name. Should I just call NRC and ask for who bottom lined the waiver? Or just explain the situation, this is all new territory for me.
