Military pilots must treat TRSAs as Class C airspace ???

I'm an SNA in Helo Advanced, and something's been bugging me. Apparently, it's common knowledge that military pilots must treat TRSAs as Class C airspace. Here is the definition of TRSA from the GP:

TERMINAL RADAR SERVICE AREA/TRSA - Airspace surrounding
designated airports wherein ATC provides radar vectoring,
sequencing, and separation on a full-time basis for all IFR and
participating VFR aircraft. The AIM contains an explanation of
TRSA. TRSAs are depicted on VFR aeronautical charts. Pilot
participation is urged but is not mandatory.

I have searched electronic versions of the FAR, AIM, FIH, GP, and OPNAVINST 3710.7T, and none of them state that participation in the radar services available in a TRSA are mandatory for military pilots. (The FAR and FIH don't talk about TRSAs at all). I'm thinking this may be an old regulation that was rescinded, or just some bad-gouge-turned-official-knowledge.

So, here are two questions for anyone knowledgeable on the subject:

1) Are military pilots required to treat TRSAs as Class C airspace?

2) If the answer to (1) is yes, what pub states this requirement?
