NIFE stud I talked to said that one of new OHARP duties (or TDY while you're on it) is going to Great Lakes and teaching basic reading/writing and math.
Some recruits are coming to basic unable to do what sounded like 2nd or 3rd grade reading comprehension and math. They push anyone who failed those portions of the ASVAB through a week of indoc and then send them to the class for 2 weeks and they re-test. A second (maybe third cycle IIRC) until the pass. After 3 cycles if they can't pass they're gone.
Good number of Ensigns or 2nd LTs walking around NASC with nothing but a NAM on their uniforms for teaching boots how to read and count for 8-10 weeks.
