I am still baffled why someone in Navy leadership hasn't just said enough and fired everyone running Navy IT and started over from scratch. I can only guess that the leadership doesn't have the same issues that regular sailors have to deal with everyday.

Bingo! FOs get to snap their fingers and have a personalized IT troubleshooter magically appear 24/7/365 if they're having issues. No awkward NMCI trouble desk small talk for them.
