The Navy, Marine Corps and Coast Guard have all signed the latest version of the NOC. This document is conceived to support the Cooperative Strategy for 21st Century Sea Power. Basically the NOC should answer the 'how' to the CS21CSP's 'why'.

It's about 80 pages of reading (Joint Pub sized pages) with lots of pretty pictures...
