I would say call a local Navy recruiter in your area, and ask them for the Officer recruiter's phone number and ask the same question of "How do I do this?" to the Officer recruiter in question. As far as how competative it is, read the forum and work with your Officer recruiter, things change all the time and right now with war on the horizen, I'll be really interested myself to see how things turn out.
I would also suggest you be able to answer some big questions: (My dad is a retired Col., he asked the first one to cadets at the AFA and guys who weren't sure if they wanted to be an officer or combatant):
1. Are you willing to die for the United States of America?
2. Got pretty desent grades?
3. If you were in a bar with Sandra Bullock or this years Play Mate of the Year, which one would you sing "You've lost that lov'n feeling" too?
