New, Improved Royal Navy?

I've read in more than a few magazines lately about the "dying" Royal Navy...While one ship does not a re-born navy make, it can't help but be a shot in the arm for our brothers across the pond. With two new AC's and Astute-class (?) submarines in the works, are the Brits back?
