At what point will I be able to log into this website? I have told by my recruiter to check it out but when I try to register it says I have been validated but I am not allowed access.

If you're an official OC with an active duty ID card you should be granted access. Call the NKO helpline phone number and they should be able to help you with getting the account set up.
