No Navy ROTC, can I still get into OCS

OCS and ROTC are not the same. They both give you a commission upon their completion, but they are different routes to get there.
 
OCS is for people who do not do ROTC

If you still want to do ROTC, a lot of schools have "cross town" units... you drive to a nieghboring school once a week for your drill period. You get to be in ROTC, and you get to be in your school of choice.

Thats only provided the school that he goes to actually has a crosstown affiliation with a host unit...

Captainmorgan, BDCP is also an option for you.
