well, i think the most interesting part of this case is that the government is making ITT reinvest half of its penalty into the technology it was illegally selling in the first place...i don't know of any other judgements like this offhand. seems like kind of a slap on the wrist for 20+ years of selling classified information.

I wouldn't really call it a "slap on the wrist". That decision ultimately is going to destroy them as a company. They are essentially funding their competitors R&D for future contracts - notice that the government is going to retain the rights... However, i agree that someone should be going to jail for at the minimum of mishandling classified material.
