OCS Recommendation Letter Format

Anybody done an OCS letter of recommendation for one of their sailors before?

I've got a highly motivated guy putting in a package that I'd like to recommend, but I'm not sure what the appropriate format would be. Standard Navy memo format is what I would assume.
However, when I put in mine for OCS (although as a civilian applicant) I remember my recruiter contacted my contacts for letters of recommendation SEPCOR.

Any guidance from those with experience would be appreciated.

Your ADMIN Yeoman is your friend. Standard Naval Correspondence format...for a "Naval Letter"...not a memo. Memos are for "internal correspondence". But if you feel this strongly, I'll tell you that a LOR from command leadership would mean a lot more than one from LT Joe Bagadonuts. Just sayin'. If you really feel this strongly about "your highly motivated Sailor"...do the homework...write the "proposed draft" (in the proper format)...attach a routing slip to it...forward it up the COC...and have the Commanding Officer sign it.

I thought DD 370 was for active duty? That's what I've been using...
Also, on a related topic, I see people talk about LORs they have from very high ranking individuals. Is it more valuable to get a LOR from someone as high ranking as possible, or someone who has actually worked with you/been a direct supervisor? I'm pretty confident that I could get a letter from a one star if I asked, but he has had minimal contact with me, and hasn't seen me work or teach. On the other hand, I can get a letter from a retired MSgt that still works in my command and has seen my work and my abilities. Would that have any value for the board?

Thanks for the advice, got a good course of action figured out now.
