Does anyone have the address for the Officer Selection Board (or wherever it is that letters of recommendation will have to be sent to)? I haven't been able to get in contact with my recruiter ...

That's the customer service center in Millington, they might be able to help you out.

I believe your recruiter has to submit them to the recruiting area HQ. Like for here in Irvine, it goes to San Diego before going off to CNRC. Good luck finding your recruiter (you could always try to find another in the area in the meantime to have them submit it).
