I am currently active duty for four years now and has a bachelor's degree major in communications, and already started on my OCS package two months ago. The question is, I am stationed here in San Diego, I don't know where to go as to submit my OCS package. I already have the requirements i.e. Officer Appraisals, CO recommendation, evaluations etc? Please advise.

^^ Wrong! Those individuals are good resources for general information about OCS and the process; however, they are not the channels to go through to submit your application for OCS (not unless your DH or DivO is a SuppO). Your active duty, therefore, your CCC should be submitting your applicatioin, not YOU. Your CO's interview, your CO's recommendation, and their signature on your applicatioin is the last phase, or should be.
Once you have obtained your CO's blessing, your CCC can send it off to Millington. The address and mailing procedures can be found in chapter 4 of OPNAVINST 1420.1A - OFFICER PROGRAMS APPLICATION <----- READ IT, LEARN IT, LOVE IT!
