Does anyone know if you can get the Navy to pay for PRK when you are BDCP???

I can actually answer this one! YAY!
The answer is.... NO. The current policy is that they will not pay for PRK until after you have finished flight school.
However, they are not going to tell you that you can't get it. If you tell them you are going to get PRK on your own dime, they will "strongly discourage" you from doing so.... but they can't tell you that you aren't allowed.

Thanks, do you happen to know if it's common to get it done when you're in the RAG?
I have no clue, try looking in the PRK section of the site. That probably has more.
