Question about recommendation letters for prior service and another about degree acceptance

Good morning all. I am a former CTN1 that separated 2 years ago and plans to apply to OCS (I graduate in as soon as a few months). I have a shipmate of mine that just made LDO helping me with my package and we are on the subject of recommendation letters. Should I keep a strong focus on only getting recommendations from active duty O-5's and above, or will I be just fine with a retired Capt (was CO of my command when I made SOQ a while back) and a recommendation from my employer?

The second question I had is about my education. The degree I am finishing is in IT Security at Western Governors University (Internet only) and they do not report a GPA. They are regionally and nationally accredited. Will I run into any issues?

I am guessing they give evaluations on how you did on the classes? I have dealt with that situation before.

Basically. It's a pass/fail system, with the majority of the classes awarding an IT Certification.

Well, per the officer recruiting manual any pass/fail classes will not be factored into the GPA, in the past before I left they would say a pass equaled a 3.0 GPA

Well, that's no bueno. I'm guessing that's going to negatively impact my chances at an IWO selection.

Well, if they treat my GPA as a 3.0, will having these certifications help: A+, Net+, Sec+, Project+, CCNA, CCNA-Sec, CEH, CISSP. Or will they just be paper fodder that neither hurts or helps?

They used to treat a pass as a 3.0 with the change in the officer recruiting manual they no longer do, do you have classes that you did receive grades in?

All of my general studies courses (history, english, biology, etc) except math were done at a community college and I received grades for those.

I'm prior enlisted as well and also took 2 years away from the Navy. I'm not sure if it's community specific but I had 3 recommendations from professors here at school and 1 from my LPO when I was IA. I'm just throwing that out there.
