Retired Army Col pleads guilty to bribery charges

It says the Justice Department is prosecuting, but this happened while she was an O-5. Since she's on the retired list, couldn't DoD just have recalled her to active duty, court martialed her, and killed her benefits instead?

I would imagine that it would take time and money that DoD really doesn't want to waste, and the DOJ may have had the lead on the investigation and would like to use her to further it?
