I got this email the other day, I think it answers all of your questions:
To all Graduation Collegiates:
Prior to attending OCS/OIS we MUST have a final transcript with your Degree
Conferred on it. I understand that sometimes the date of graduation is
close to when you are leaving for OCS/OIS, so in the intern we need a letter
from the school indicating that you are in fact graduating. A sample of
this letter is included for your convenience. If you have any questions,
please call Mr. Tracy Zimmerman at 1-800-228-4036 ext 254 if you attend
college in Nebraska or South Dakota or Carol Deters at 1-888-724-2100 if you
attend college in Iowa, North Dakota or Minnesota.
This letter is not a substitute for your transcript, it is your
responsibility to order a transcript to be mailed to us so we can forward it
to Headquarters and a copy will be sent to OCS/OIS. Thank you
