As some predicted, USAF is stacking the deck to become the OSD Executive Agent for UAV operations although the other services did not show at the initial briefing to present their case. Currently, the Joint UAV Center of Excellence (JUAV COE) located at Creech AFB near Nellis AFB and colocated with USAF Predator training and ops facilities, but is headed by an Army Brigadier General (Walt Davis). Davis is in receipt of orders and will likely be replaced by an Air Force general officer. The JUAV COE is staffed jointly with rotating leadership billet. It evolved from the OSD sponsored JUAV JT&E at NAS Fallon run by CAPT "Roy" Rogers.
USAF says they only want authority for UAVs operating at 3,500 feet and above so they aren't challenging the majority of Army or USMC UAV operations however the Navy does have interest in UAVs operating well above that altitude (Global hawk and BAMS for instance).
