You have to wonder who wrote that manual. I'm guessing it was some mid-level Foreign Affairs type that either had an axe to grind or was following the exact letter of some instruction given for the creation of that training guide. After all, it is interpreted by some other nations that the U.S. does conduct torture, so any instruction for the creation of that guide might have been worded to include every nation "known" to conduct torture.

No good could really come from releasing it "officially unofficially" so I am betting that it was accidental or criminally intentional at a lower level than is authorized to release it. Then again, it probably wasn't even classified.
