It's shocking yet it shouldn't be surprising or shocking at all that this kind of thing is still going on. (It also makes me wonder what stuff we do to them.)

If they are behind it, and if we can make attribution of that, then yeah they should absolutely give a shit… because of the response the US would deliver.
