Not my idea nor even my execution. You’ll have to talk to your Congressperson. Both HASC & SASC are keenly aware (at least they were when I was involved). In all fairness, the expansion / implementation of AUMF into ROE does have a rightful place in SECRET documents to prevent potential adversaries from benefiting, but to your point, yeah I’d have to agree that expanding to other missions with no transparency is a foul. Then again, I could go on and on about misuse of SIPR to prevent transparency. I had more than one ISIC tell me that any correspondence with potential media interest must go on SIPR because “you can’t exactly FOIA SIPR.”
