I mean they can always choose to alter the funding profile but there are myriad consequences to doing that. Since this EO is fairly novel, I'm not sure how effective rescinding it would be. Regarding the last question, shack. We're not starting from square one.

The article that talked about this mentioned an exercise where the Ford class was supposed to demonstrate that it could do cyclic ops faster than a Nimitz...

Followed by "those results were never released."
 
Interesting problem the Navy has - usually its the other way: design and build the ship simultaneously or rely on a bunch of unproven technologies (Constellation, Zumwalt, LCS)

"During the USS Gerald R. Ford’s (CVN-78) latest deployment, the Navy did a four-day carrier sortie generation test in February to prove the efficacy of the EMALS system that beat Nimitz-class rates, USNI News understands. The service has not released the data on the test."

Weird wording but they meant to imply it did beat the Nimitz-class rate.
