OK, I think those flags should have been fixed as soon as they were noticed like that, and you did the right thing by squaring them away, so they could fix it. But...
I would give them the benefit of the doubt; perhaps high winds ripped through there and the staff on the way to their (crummy) job did not look up and see them that way.
Not sure this is worth calling for the heads of the management or worth calling corporate over, unless it is known for sure that it was deliberate.
