Sometimes officers, even senior officers don't understand the programs, or they just decide to have different standards. I have seen senior officers require sailors applying for officer programs to have their warfare pin, be qualified on all their watch stations or both in order to have the endorsement to submit.My buddy is applying and meets all the ISPP requirements but the admiral that is endorsing it won’t endorse it until he improves his ASTB (he got a 5/8/7). Kinda confusing because I thought the point of ISPP was like what Guru said, to give AD applicants who aren’t super competitive and option to commission.
