Kinda confusing because I thought the point of ISPP was like what Guru said, to give AD applicants who aren’t super competitive and option to commission.

Sometimes officers, even senior officers don't understand the programs, or they just decide to have different standards. I have seen senior officers require sailors applying for officer programs to have their warfare pin, be qualified on all their watch stations or both in order to have the endorsement to submit.

Yeah there’s nothing in the PA that requires the Admiral to endorse an application, it’s up to them at the end of the day. But the purpose of ISPP is for situations where the scores aren’t super high. Just a funky situation.
