That's a good point. I assume those cases are treated as exceptions to the planned accession timeline. The Navy generally aligns selections and OCS shipping dates with the FY quotas those boards are intended to fill, so the expectation would be to commission within that FY. I'm curious whether they account for anticipated attrition by selecting additional candidates. Kinda like how colleges account for yield rate.
