He is probably referring to the overall number of people that went to board, they put everyone that was waiting on this board due to no board until May.
What did your recruiter say to you about your result's officiality? Did he tell you not to get excited until the official results were out?

“But hoping to get them out before thanksgiving break” is my recruiter saying to me that he is hoping that results will be out before Thanksgiving break. I don't know if that's just his personal hope or he is speaking for NRC aiming to have everything settled by Thanksgiving break.

Gotcha. I wonder if that's the case with others who got "unofficial" results. Maybe "unofficial" yes's are just yes's that dont' have an OCS date yet and during the assigning of OCS dates some of the "unofficial" yes's will get axed? Not trying to alarm anyone just thinking out loud.

Yes. I'd think and hope that recruiters wouldn't some candidates a soft hope with an unofficial yes. But somewhere out there maybe there are recruiters that are so concerned with the stress of the applicants that they try to relieve that stress by giving premature answers? Or nah they're not so empathetic

Oh, yea, I believe that. Maybe preliminary results are in but OR's are asked to wait until official list is out. That's understandable.
I feel like there should be more preliminaries because I haven't seen so many perfect scores on a board before lol
