Not exactly sure how it works for the Aviation board and how they select for specific FY's. I do know there are some designators that select for a specific FY and then yes they class them to commission in that specific FY.

I just looked at the board scheudle, and it says that it chooses for FY18/19.

So I would imagine they will split the selectee's according to their manning goals.
