That can be for a few things for instance a moral waiver or a PA waiver or exception to process that NRC approved that the board sees does not meet the requirements in the PA and they don't want to move forward with. It sounds as if he was talking at the issue at MEPS, that is different than what is needed for the PA. A waiver would be required if a person doesn't meet the PA requirements. In either case what NRC says for waiver doesn't mean much to the board as NRC now prefers to let the board be the one to give the bad news.I’m one of those.
