They are all the same, AD, Civ, Reserve, ISPP, the difference is ISPP gets first bite of the apple.

Why though? I know a guy that got selected last board that put ISPP but reviewing his package, there is nothing different from the way I submitted mine..

Is ISPP always guaranteed to get picked over others. What if someone not ISPP has a better package?

Per the description in the PA, yes.
The write up is a little different and there is a flag officer endorsement.
